Two things come to mind, as an Action Learning coach I would want the group to be able to acknowledge how effectively they are working together as a team. I would ask, ” What are we doing well?” to invite self reflection and probe for identification of specific behaviors if necessary by asking,” Can you give an example of what we have done well?
Secondly in this scenario it sounds as if the team has not yet agreed upon the problem which is critical for moving forward in the process. I would go through the process of asking each person to write their understanding of the problem, ask them to read and ask each person if they were in agreement.

hmmm …. I wonder why so few responses. This is another positive situation scenario. I’d take note of the great situation and reinforce it during the next check in.

I would ask the team for a pulse check, scale of 1 to 10 and ask them what they think are they doing well? What learnings can they bring back to their workplace or at home? I would comment about how deeply they’ve explored the issue and ask them what they think allowed this to happen for them?

Following the two ground rules of Action Learning; anyone can ask anyone questions and Action learning coach has the authority to intervene whenever they identify learning opportunities.
I notify them that coach will intervene the discuss for learning approach. I remind them that the learning opportunity is important the same as problem solving through the process of Action Learning. and I would ask them what we learn in the discussion.

I would do a quick check in and state what I’m observing and perhaps ask “What is it that’s causing this team to work so well today?”

I’d ask the team to consider how they are doing as a team. A double-loop question could support the team in thinking about how they could repeat this. “Team, you may have noticed everyone feels that the team is working well today. What would you repeat in subsequent team sessions in order to ensure this level of energy?”
