I may intervene by using SID.
S: How are we focusing on what we can or can’t influence over ?
I: What’s the impact if we are focusing on this………?
D: What’s our decision on this ?

This should have been covered in the Action Learning orientation, so I would remind the problem presenter that the problem has to be real and urgent and must be within your (Problem Presenter) scope of influence – meaning, that you can do something about it.
I would then ask the problem presenter and the team if the problem was something that they could do something about.

I would make an intervention asking questions around the ownership of the problem:
1. Who is responsible for the problem?
2. What has been done to solve this problem?
3. The involvement of which stakeholders is needed to solve the problem?
4. Is this problem in your circle of influence?

As a Action Learning Coach, I will take the opportunity to ask a question from the group that “is the problem real or do we have influence over that problem” and will wait for the group to respond.

I would ask what is the real problem of this session. Listen to the answers and see if we agree what is the real problem of the presenter. Most probably there will be people who will mention that the problem is that the presenter wants to solve a problem that is not in his control. Then I would ask the group what they want to do next.

As an action learning coach, I will intervene with the question “Is this problem in your power to control or influence?” Because the AL process will focus on your ability to act.

I would ask the team, including the Problem Presenter (PP), whether this is in PP’s capability of solving the problem or not, and If not, what are the pros and cons of continuing to focus on this problem. However, if the problem is partially in PP’s capability to solve the problem, what are the parts that the team can do to help.

As AL coach, my intervention will be “What are the focus of our questions and answers?”. I’ll let them answer key points of their focus. Then, I’ll ask “If you keep asking about …(their key point)…, what will happen?”
Next, I’ll remind them that after this AL session they will have to take some action for solving this problem. So, I’ll encourage team members to focus on their own problem that they have influence over. It would make them having more ownership to take action.
I’ll ask them “As a team, what will you do to help moving on clarifying consensus the problem by focusing on our devision?”.

Considering that there is no one from the other area in the group, I would ask them how the problem brought affects them. And I will hold the A.L session based on the problem which is how the problem from another area affects the group.
It would also explain why focus on the effect because the actions that will appear at the end of the session will be up to this group.

I would start by asking a closed question: “Does anyone in the group have influence on action steps regarding this problem?” and when the answer is no, I would follow up by asking “How can we best focus our time and energy in this discussion on a problem that you have the ability to take action on?”

I would ask the team if they have influence to solve the problem. In this case, I believe they have already realized that they don´t and then I would ask them if they could have influence in some part of the problem. If they tell me yes, I would continue asking them which part and we would proceed whith this new perspective.

I would ask:
– Group, does anyone here have influence over solving the problem of another division?
After they say no, I would ask:
– How can we focus on a problem we influence over?

I would ask how the problem of the other area would be affecting the group and would suggest taking the Action Learning session to work on those effects, to seek out actions they could take.
