I would check with the team what their comfort level is and if they need to make any changes in the temperature before asking them how they would like to proceed.

I would ask team members if they want any changes in room temperature or they are comfortable. If they want temperature to be changed, are they Fine with that person voluneering

I would say “I noticed that a group member turned on the a/c without checking with the other team members”, and then ask
1. How does it impact a group of people when we take such actions of our own accord and volition?
2. How can we attend to our needs without imposing our will on others?

What is the impact of taking an action that affects the whole group without consulting the people involved?

How do you feel about what happened just now? (Let every participant share his/her comment.)
Then ask the team: What impact will this have on our discussion? Positive and negative.
The third question: What do you learn from this?

As an AL coach, in this situation, I would check-in with team on the feeling of others: “Hello team, I’ve observed that Mr. A turned on the A/c. Have you notice that? What do you want to do as a team now, to make sure we’re all comfortable to move forward?”
